Methodology

Every promise, action item, or commitment was identified by reading each of the 11 transcripts in full. Items were then cross-referenced across subsequent transcripts to determine whether follow-up evidence exists. "Delivered" requires positive confirmation in a transcript. "Partial" means progress occurred but the commitment was not fully met. "Not delivered" means no evidence of completion across all 11 meetings. Items marked as "pending at series end" were made in the final meeting (Mar 17) and cannot be assessed further within this dataset.

Note: Several items in the official summaries were listed as action items that were never actually agreed in the meeting (e.g. #21 — Knowledge Base review). These are included in the tracker and flagged accordingly, as they represent invented accountability that was never real.
