Methodology

Every promise, action item, or commitment was identified by reading each of the 14 transcripts in full. Items were then cross-referenced across subsequent transcripts to determine whether follow-up evidence exists. "Delivered" requires positive confirmation in a transcript. "Partial" means progress occurred but the commitment was not fully met. "Not delivered" means no evidence of completion across all 14 meetings. Additional items (15–47) were identified from discussion patterns where the committee generated expectations — through framework proposals, strategy discussions, or informal commitments — that were never converted into deliverables.

The 14.5% delivery rate represents a committee that spent four months in extensive discussion while producing almost nothing tangible. The gap between rhetoric and execution is the defining characteristic of the GMC's operational period.
